What the article means is that the cost of oil has decreased, so the economy is able to grow bigger. But since there is a decrease in oil prices, there is no point in the progress of making America energy independent. (meaning, getting our own oil, instead of starting a war to steal it.) although, high gas prices meant less traffic, cleaner air, and greater national security.
so in shorter terms: oil prices are lower now.
