Yes, I think so. I am pretty sure is illegal because you're harming the owner.

If you mean hacking as in gaining access to a remote computer and doing things without the owners consent, then it depends what the website owner says they are hacking for...

If the owner says that the hacking website is for educational purposes, to show people how hacking is done and things (most of the time site owners just use this excuse to cover up their real purpose of giving people free viruses and hacks lol) then it's legal - but if they just post up viruses and hacks then yes, it's illegal.
