its not a new dagger... the "old" dagger was a glitch. The REAL dagger of escape is not suppose to blink in combat. the 'old' dagger of escape had a glitch in it so you can blink while in combat.
besides, i think the fixing of the dagger just made everything less rig.

I prefer the old dagger, even though its CD and range is longer and shorter respectively, you can blink in and out anytime.
