This is something that may interest you, it may aswell not.
I Only found 6 of these "friends" through the game so I thought I would try to find out if there were more.

Guide Note:
In Grand Theft Auto IV there are 14 different random characters you can meet throughout your travels in Liberty City. The random characters are different than your friends in the game, in that they do not intersect with the main story and offer side missions. They are notated on the map by blue icons that say “friend” when you mouse-over them, and are unlocked by completing missions. At certain points you will notice the blue friend icon on the map when you're in certain areas of the city. If you travel to their location on the map it will trigger a cutscene where the character will offer you a mission. The random characters will ask your help with various things around Liberty City, and you have the option to help or ignore them. Their names are: Brian, Badman, Ilyena Faustin, Hossan, Sara, Pathos, Brucie, Jeff, Cherise, Marnie, Eddie Low, Ivan, Clarence and Gracie. Meeting all of the random characters unlocks the No More Strangers Achievement.

Random Characters Info
Brian: Unlocked by completing It's Your Call (located near Roman's cab business).

Badman: Unlocked by completing Shadow (located in front of Pill Pharm in East Island City).

Mel: Unlocked by completing Escuela of the Streets (located near your first safehouse).

Ilyena Faustin: Unlocked by completing Puerto Rican Connection (located at the carnival on the boardwalk).

Hossan: Unlocked by completing Puerto Rican Connection (located in Suffolk on Garner street).

Sara: Unlocked by completing Puerto Rican Connection (located in Suffolk, when its dark).

Pathos: Unlocked bu completing Puerto Rican Connection (located near Thespian Theaters in Star Junction).

Jeff: Unlocked by completing Photo Shoot (located near East Holland).

Cherise: Unlocked by completing Ruff Rider and The Holland Play (located at Cluckin' Bell in Algonquin).

Marnie: Unlocked by completing Three Leaf Clover (located in Alderney City park).

Eddie Low: Unlocked by completing Three Leaf Clover (located in Alderney near an alley).

Ivan: Unlocked by completing Three Leaf Clover (located in Alderney in the Acter area) – Must have chosen to spare Ivan in the mission Ivan the Not So Terrible.

Clarence: Unlocked by completing Holland Nights (located in East Holland).

Gracie: Unlocked by completing Diamonds Are a Girl's Best Friend (she calls you a few days after the mission).

Not all of these are needed for 100%, I think 4 of them are not needed, like Ivan.
