I dont recommend downloading it, I recommend BUYING the game!!!!

Items you will NEED:

-IMG Conversion tool
-COLL Editing device
-Notepad

For sound you would want:

-GTA3 Audio Editor

Items you need for the mod to play the game:

DMagic Wheel Mod 1

This will help IMG and TXD files:

-Txd Workshop


Summary: Files you NEED (ONLY NEED for a mod)

-IMG Conversion tool
-COLL Editing device
-Notepad or a word device

If you want to do it easier than i recommend downloading the VCMM (Vice City Mod Manager)

For VCMM editing steps (Recommending for beginners):

1-Download the file (DUH) (Make sure the file is "blahblahblah".vcm)
2-Extract it to your mods folder, ex. C:\Program Files\vcmm\mods\vcm
ITS ONLY AN EXAMPLE (YOU MIGHT HAVE EXTRACTED IT SOMEWHERE ELSE)
3-Open your VCMM (Vice City Mod Manager)
4-Click on your mod and click install
5-Play GTA VC or download MORE mods

Now That was easy...

For manual editing steps (Not recommended for beginners, this allows more detail though):

1-Download the file
2-Make sure you back up your gta3.img and your .col files
3-Open gta3 with ImgTool
4-Replace the file with the file you need, if your running it, you might have to extract it to somewhere IMPORTANT: IF IT SAYS: "File is too big to be replaced" or something like this you should delete the file and then add the other file (You need to replace the .dff and the .txd)
5-Open Coll Editor and replace the the .col file with the file you wanted to replace it with the .coll you wanted (Yeah that sounded confusing but im thinking of making a youtube video for this so dont worry)
REMEMBER IF UR BEGINNER I RECOMMEND USING VCMM
6-IF and only IF you have some wav files in there, use the gta3 audio editor and open the audio file from your directory ex. C://Program Files/Rockstar Games/Grand Theft Auto Vice City/Audio, then open the sfs.SDT then replace it with the one you want
7-CHANGING THE NAME: This is the fun part and the last part lol, use the GXT Editor then look for the TEXT folder. ex. C://Program Files/Rockstar Games/Grand Theft Auto Vice City/TEXT, then open any .gxt file, your language, i choose american, then change it weee.

Well we're done modding vehicles, hope this helps FOLDER ARE DOWN HERE (Note i MIGHT make a youtube video but only if im not too lazy or sleepy )
