I recommend just getting a new graphic card and maybe some new RAM (DDR2-800).
Such as:
9800GTX or 4850 ($200)
4870 or GTX 260 ($300-$250)
And DO NOT replace your CPU, until at least Nahlem comes out.

Why would you get a 32-bit OS on a 64-bit compatible processor?
EDIT: Besides obvious reasons such as compatibility issues.

I have been using Vista x64 for 7 month on my newly build PC and it performs wonderfully. Microsoft database, via windows updates, contains an extensive range for drivers for NIC cards, GPUs, CPUs, printers and even things such as bluetooth drivers.
I hope you guys realize that the future of PCs is going to be x64 (mainly because of the ability to go above 3GB of RAM), and any new hardware coming out is going to support x64 OS. It is not a bad investment to get x64 Vista.

32 bit operating systems only recognize 3. something gb of ram. U should definitely go with a 8800gt or a 9800gtx if have the money and possibly overlock.

Questionably, you guys are reccomending a 8800GT or 9800GTX, get a ATI/AMD 4850 or 4870.
The 4850 is faster than the GTX 260 and the 4870 is faster than the GTX 280 or on par.
