I don't believe there would be a name for that, no...but you can label him/her under "person-who-needs-to-learn-english".

There is no need to call them names. If they have made 1 post with terrible English, you can either ignore it, or help decipher what they are trying to say to help them get a better answer.
Calling people a lurker is just not needed, and really off topic and will get yourself warned.
