All you have to do is keep killing monsters that drop them. Check runehq.com for monster drops. Higher level monsters drop higher level clue scrolls. I was only a member for a couple months..so the only ones I can remember that drop are guards and dragons..The high level ones are pretty rare to get though =p

gaurds and green dragons are the best ) at least thats were i get mine. great exp, money and clue scrolls (from green drags), gaurds are for people who cant kill drags easily

for a level 3 clue scroll try fighting: Bronze Dragons, Iron Dragons, Steel Dragons
Pretty reasonable drop rate, i got my first level 3 clue scroll there.. and i didnt even know they dropped them LMFAO
Clue scrolls do give you a lot of pointless running, for me i got one that made me go in the fishing guild and "blow a rasperry" well, im STILL not high enough fishing level to go in that place, 3 levels away w/ a admiral pie.
