It's not a need. Blue Duck's Server wasn't a need either, it was something fun that Duck put together to show all of the Rakion players how fun it is to play on a private server and have fun while still making new friends. Same deal here.

RuneScape Private Servers suck now lol, since
the new Graphic Updates are out now.

Unless you can make a Private Server with the
new Graphic System, then that would be tight.

and the private server has to be resistant to DOS attacks. most private servers dont have this feature. DOS attacking, in my opinion, is the easiest way to shutdown a private server.

The other thing to consider is that if jagex EVER finds any private servers, they will pursue it legally.

They might not have any right to anyway. It depends on how much you make the private server like the real thing. If you change enough, and then call it nothing like Runescape, and also change ever Monster's name, then you can legally get away with it, saying it's a whole new game. Besides, there are tons of private servers, none of them are sued.
