there are tons of them xD
but most popular out of free are SMF, and phpBB, but then there are also like myBB, PunBB, IceBB, ... and such but mostly are using smf and phpbb
also new type of forum is keep rolling out such as Electron Inc it look part like IPB and it good too.

For free, I would go with phpBB It is improving all the time, and is quite good currently as well.

PHPBB3 RC 8 isn't that bad... I use nulled IPB and vBulletin + mods though.

freewebs has forum capabilities! AND you can build a site. xD i'm not sure if it is any good though lol. it's worth a shot...i mean, it's free.
but phpBB is the most popular IMO.

and btw... be careful with using nulled ipb... they'll jail you if they find out it nulled.. and it easy to find out.. using ipscheck thing..
